Succession Law Bug?
In my latest game of CKII, I started as the Petty King of Holmegard, Norse Pagans. Eventually, my characters became Russian and Slavic. I created the Empire of Russia, and then proceeded to reform the Slavic Faith so I could gain access to the better succession laws. I chose Primogeniture, which should allow all my titles to pass to my oldest male heir. With the Gavelkind succession I was constantly having to kill off unwanted sons to prevent title losses on succession. So I finally have Primogeniture and invariably a second son is born and I still have titles that will pass to my second son. What gives? Is this a bug or am I missing something?

Do you hold Kingdom titles as well? If so, their laws will need changing as well.

Yes, I hold two Kingdom Titles, this certainly explains the problem. However, is it possible to change the laws in those Kingdoms as Emperor?

Edit: I just figured it out. It's unfortunate I did not realize this before, my current character is complete tyranical ♥♥♥♥♥♥♥, so I doubt I will be able to change the laws with him, too many vassals hate him.

I would recommend changing the laws of the other 2 kingdoms to elective monarchy then destroying them, honestly you should only ever have at most 2 kingdom titles and that is usually only useful for creating an empire, afterwards one of the kingdom titles should be destroyed

A possibility going forward would be to give the kingdoms away, including its de jure duchies - it will reduce the number of vassals you have to manage, and the gavelkind will hopefully keep its politics focussed inwards rather than against you. Will make raising armies simpler as well.
