It is related to where your capital is.

Yes, mercs have homeland county and won't be for hire if you're too far. Some of them are restricted by religion or culture group too. As pagan you'd probably have most options with capital around Denmark or around Venice(less viking heavy infantry types, more steppe riders)

Haha, thanks guys. As it stands i'm making more money than I can spend, so I was gonna hire up all the mercs to beef my retinue. My retinue is around 100k right now and I can summon nearly 815k levies. That's with absolute crown authority and small levy laws. The Aztecs are gonna be in for a suprise.
