reforming Pagan
how do you reform the pagan religon?

Control at least three holy sites, have high enough morale athority and piety.

You can check the status on the religon tab and hover over the icon in the top left. It will tell you what it is you are currenly lacking.

Make sure you don't reform Pagans because you can, but because you need to.

At some point, you have the same military Power as the established religions, and thats when you reform. Pagan subjugation is an almightily powerful tool to get those counties in line, so you can establish an Empire.

After you reform, you can't subjugate 10-15 counties in one fell swoop, and thus you need to rely on the usual means.

Control 3 of the Holy Sites, and BOB's your uncle.

Actually for me, controlling the holy sites was the easy part. The hard part was getting enough moral authority.
