Can't I Go to War with "Independent" Kingdoms?
Why the Hell not?

I spent a tone of money fabricating claims, and I apparently can't even use them because the local ruler of the area I want to conquer is "independent"... Whatever that means. lol

Maybe he is "not" independent?
Look out for the liege of the local ruler. If the liege has no higher liege you can declare war on him for the area where you have a claim for. Otherwise address his boss! ;D

Independent areas are the most easy to conquer… The problem begins if they are _not_ independent.

Unless you are a vassal of someone whose Crown laws don't allow you to go to war with anyone outside the realm?

If what you're seeing is a red asterisk in
"(*) Is independent"

It means that this condition is not being fulfilled. That is, he is -not- independent.

Go to his Character Screen. You can see his Liege there.
