What would be the best way to change a culture for my rulers? Fastest would be nice.

As an adult I think your best bet would be to move your capital to a province with the region you want to change culture to, and hope a random event fires that allows you to change culture.

If you have an heir to be raise you can just change his culture by having him educated by a tutor of the culture you wish him to change into.

The only other way I can think of is to swear fealty to someone of another culture, which give an Intrigue option to change culture to match theirs - but that's not really practical if you are already King. That's how I managed to form Greece though - swore fealty to Byzantine emperor, and changed culture to Greek. Big prestige cost if I recall correctly, like 500 or something.

If you want to change your heir's culture, assign them a diligent and gregarious guardian, it speeds things up no end. Similiarly a slothful and shy guardian will do very little.
