Another option would be (when it is about managing kingdoms within your empire and which de jure duchies should belong to which kingdom) to give the duke the kingdom title. Then the duchy will become part of the kingdom eventually.
Those are options but it doesn't help with all situations.
For example I have a vassal Duke in Estergom (however you spell it). It's the only land I have in Hungary. I am at my vassal limit without modifying laws. I want to give that land to the neighbouring King of Bavaria but without revoking the Duchy and giving it to the King I can't do that.
