Trying to Understand Claim Fabrication
Currently my chancellor has 15.79% yearly while fabricating claims. Does this mean that there is a 15.78% chance a claim will be fabricated at the end of a yea,r or that at the end of a year 15.78% of a claim is fabricated and this will eventually lead to 100% fabrication oon a claim?

15% chance that a claim is fabricated throught the years. It could take 7 years or it could just take a few months. it relies on chance.

So it builds 15% each year but there is a chance it could be fabricated sooner?

It's a unique 15% chance each year. I've had times where a couple decades went by without a claim, and others it happens right away.

I once got a ''x% per year'' event to trigger twice in a few days. It was for the tithe event in this case but the point is, it can trigger anytime.

It is not. The event has a chance to happen every day, it simply has a low enough chance each day that it averages out to 15% per year.

Pro Tip- If your channcellor is going to slow for you. Remove him for 30 days, place him back. This seems to help.

I've had that happen when converting provinces, haha. Just RNG being crazy, I think.

I had my (really high skill) court chaplain die, then had to replace him with a low skill character. He converted the province I put him in after a couple days. I moved him ASAP, and it happened again, than again. Then he quit or something and it was back to waiting for years with the new guy.

I've had similar experiences -- could be chance, but sometimes I can have my chancellor work for years (decades) with nothing happening. Removing him and putting him back has often given me the claim in a matter of days or a few months. Could be random chance or it could be a bug -- it's fairly difficult to test it (i.e impossible).

Is there some other factor (some stat for the court of the province you're trying to take maybe) that affects this? Some counties seem much easier to fabricate on than others, and it seems fairly steady from one game to the next. I noticed this in 3 separate playthroughs in Ireland. Was definitely easier to take certain counties than others.

That suggests that the local councilor and/or ruler might be reducing your chances and that the chance we're shown is just an estimate based on a default opponent... wouldn't surprise me a whole lot since that's the principle almost everything else in the game is based on.

Wouldn't suprise me if spymaster or some one else effected odds, there are plenty of places with bad counclers sitting in office, making some tasks seem easier.
