A Question Regarding Crusades.

I'm playing as the Empire of Britannia with the Pope as my vassal. I currently border the Ilkhanate, who have all of Khiva, Persia and the kingdom of Arabia, and would like to request a crusade for Persia. However, when I click on the 'Request Crusade' option and then click 'Kingdom of Persia', the option to send the message to the Pope is greyed out and won't send. It's letting me request a crusade for Perm and Ruthenia, so why can't I request a crusade for any of the Ilkhanate's holdings?

Could be that it uses the same system that the Pope does when he isn't a vassal. According to the Wiki, each crusade target has a "value" - and the one under non-christian control with the highest value is always the one chosen.

Although, looking at the wiki, those kingdoms (Perm, Ruthenia and Persia) all have a value of 0. I suppose they could have been changed at some point after the wiki was last updated.

Scroll over the greyed out "Send" button. This will tell you what requirements you need and/or what reasons the pope has for not accepting the request.
