Report a translation problem
The red/green bar represents what portion of the levy belongs to the leige, and which belongs to the vassal holder of that county.
If you try to call upon one of your vassal's levies, by right-clicking the holding's icon, you'll notice that only part of the levy actually is raised. The rest are the portion of the levy the vassal lord keeps for themselves. If they are outside the de jure duchy/kingdom/empire of their ruler, they get to keep a larger portion.
If you are independent, your whole bar is always green, but if you are a vassal, you'll have a red portion of the bar, as well, which are the troops you are required to reserve for your leige.
