LAN - MP doesnt work

So me and my brother tried to play CKII in MP via a LAN switch but it doesnt work, we just cant find our servers.
-We have the same version
-steam is in offline mode
-we have no internet at all
-no mods or DLCs
-firewalls are down
-no hamachi crap or other network software is running or installed
- Version 2.1.6 TTXL

still it wont work, we also tried to connect directly via IP adress, but it will just say "game not found" EU IV always worked fine.
any ideas?

Steam needs to be in online mode - all MP is done via the Steam servers.

oh well crap, but doesnt that make a LAN mode obsolete?
