You bought a steam digital copy of Tomb Raider. Which unless changed by SquareEnix will be released on March 5th.

Get angry with the store for selling you the game before they should have done. It's not meant to be on store shelves until next week.

Can he pre-load like the digital version once its okayed?

The game was not sold early because it should not have. Squeare-Enix gave the OK to the stores to break the street date due to one breaking the date.
The countries that have started selling it IE AUSTRALIA should be allowed to play there game just like the console versions.
It is a retail copy that requires Steam to activate NOT A digital copy. Different regions can have different activation times so Steam and Squeenix need to allow for this in this particular case.

This is fault of Square-Enix for letting there local distributers give the ok for early release but not updating Steam.

Agreed ^

"Square gave the okay" not always there is always the mom and pop stores that release early and who is going to rat them out? the person got the game early etc. Just because you have it doesn't mean its okay to play it and I do agree with Facelift a bit and by that it would make sense for them or Square to say its okay to sell it for pre load but not to unlock till march 5th worldwide.

The simple thing is you have a copy of a game thats not released yet. The stores that sold it should be fined for breaking contract. The next title should be shipped so they physically get the copy of the games on the day before release - since they can't be trusted.
As for you have a copy, no you shouldn't be allowed to play through steam if it's not the day of the offical release. This breaking of street date is causing a mess and having Steam allowing you to play would create a S##t storm. If your mad you can't play- go yell at the store who sold it to you because they are the ones who messed everything up. Not Steam or the Publisher. Point the finger where it should be pointed at the retailer.

steam should be able to adapt.
seeing that the street date has been broken steam should take it into account and update their release server, if they can't do that then they are open to such hate.

Valve is not going to break a developer's street date because stores are selling the retail copy early. Only the developer/publisher can amend a street date. It RARELY happens. In the past decade I've witnessed it happening once. Can't remember the game.

and that a shame, as they are only annoying their user base, hopefully the seppo's break the street date on their Saturday so we might at least get it a day early.

and honestly i think there would be more anger if the street date was broken in the US and were then locked out.
