No. Steam release dates are set by the publisher. If its released in a country then Steam needs to update to allow. Instead, like always, DRM is punishing the consumer.

No. I have a disc, therefore its a physical copy that only needs to be activated via steams DRM. its not a digital copy. I do not have to download anything to install. How hard is that to understand.
The data on the disk is simply the preload for steam copy, as its available for people who have poor internet connections, it is still a digital copy of Tomb Raider.
