Not risky at all, those other sites offer you a Steam key that you can activate just like any regular gift.

i am from brazil and i have more than 30 games on Nuuvem.. theres no risk at all. BTW.. 1 U$ = 2,10 R$. If u are scared try buying a cheap game to see how the site works.
