Well, if it's part of the summer sale or whatever then sure, otherwise, I doubt it will be on sale at that exact time, Valve doesn't seem to just go "Ok, lets have this game on sale at these exact points of the year and make sure that they are exactly the same amount of time apart!!!!".

Could you provide a link to that? It's not in the DLC section? Considering all their DLC is <$5, I doubt they would have a $30 DLC for a language pack...

Ah, yes, that. It's basically a way for people who can't be bothered waiting for the localized version, it costs (DLC + Vanilla Game) exactly the same as the full game in Japan, IIRC.
