the game wont even load i never got to the opening page. im not sure my video card is accecptable. it doesent seem to be loading any files to my computer

It depends on if your computer can run it? and Fraps is a Video game recording program.

Opening game launcher makes Steam think you are in the game.

The OP did not ask you for commercial advice. He has a legitimate problem and anywhere else on the planet he would be entitled to a refund. Thousands of Nvidia gamers had very good GPUs and they could not run the game on the release day. Is your advice for them to get a console?

He doesn't have a legitimate problem. Whether he is truly having issues is debatable. He failed to present any coherent description of the problem. He can very well he unable to play the game because where he lives electricity is prohibited, or because a hippo wearing a tutu told him not to.
