We probably won't see it on the PC until sometime in 2016...
Because M$ want a "similar" franchise to compete with PS4 exclusive Uncharted 4 when it comes along. I have also read that M$ are publishing it, so pc might get it, ps4 won't.
Microsoft needs product to sell their console. If that makes people buy a Xbox One instead of a PS4 then it's worth it for Microsoft to pay Square Enix/Crystal Dynamics money for the timed exclusive rights. Lots of people will buy a game system during the holiday season, making Rise of the Tomb Raider available for only one of those systems may sway the buying decision.
It will probably come out for both the PS4 and PC sometime in 2016 - Square Enix and Crystal Dynamics certainly want to make as much money as possible selling the game and after the holiday deal ends they'll put the game out on other platforms.
