Only 98%?

Okay, I don't understand: I have all the skills, and all the weapons are fully upgraded. Every single map - including Cliffside Bunker, I checked - is complete. I have all the documents and relics.
So why, why can't I get past 98% completion? Can somebody help me?

Go back to the campsite and call up the map - scroll thru every campsite on the map (not just the ones you can fast travel to) and see if there are any that should less than 100% - it's likely you missed something and while you may have all the documents, relics, gps caches, etc., you still need to look at one of the items or listen to some journal message.

Plus you really need to be sure that you've completed the "Previous Survivors" challenge at the Cliffside Bunker - I was at 98% on several of my saved games until I located that difficult to find flag at the bunker...

I'm absolutely certain I completed all the maps and all the challenges. I just double-checked. Also, the achievements "No Stone Left Unturned" an "Inconceivable!" are unlocked, so I really don't know...

Do you see the 98% at your last camp save, or at the slot beneath it? Because I have 100% at the save in slot 1, although the camp save only shows 98%.
