I didn't change anything else. Finally I can play!!
I got this fixed. I was getting the error only in Multiplayer. Here is what I did: in the Steam Library I right clicked on Call of Duty:Black Ops II - Multiplayer and chose Properties. Go to the Local Files tab and select the "verify integrity of the game cache...." this ran for about 10 minutes and I saw it check both the standard game files and the Mulitplayer game files (not the Zombies files). after it ran the check it came back and said it needed to update the (files or cache not sure which on). after it completed the game launched and ran.
