The game doesn t load
I found some videos on youtube that users change the timezone and date on win 7 and the game starts, but for me didnt work.

Any update or fix out there?

Date/Timezone Changes
Complete installs of all 3 parts
Resolution/Color Mode changes
Reinstalls (Multiple.....♥♥♥♥ing......reinstalls).
Manual Updates
Running Secondary Installs from the steamapps Black Ops 2 folder.
Some Launch Commands
Disabling Steam Community
Updating Steam
Any and all "Known Issus" and "Windows 7 Issues" etc. offered by Steam
Constant Driver updating

To Fix this Problem must run as administrator the steam.exe(R click -> Run as adm/tor).
I didn't change anything else. Finally I can play!!

Posting your system specs is always a good idea when asking for help figuring out why your game crashes ;-)

You didn't list a graphics card. Go to your start menu and type dxdiag into the text box, tell us the following thing: What your GPU/Display adapter is.

Maybe you need to update your gfx drivers or maybe even your mainboard drivers to have them work better together. But as you stated, it worked before, so I would think just the gfx drivers. But maybe just reinstall (but I think you already did).

I got this fixed. I was getting the error only in Multiplayer. Here is what I did: in the Steam Library I right clicked on Call of Duty:Black Ops II - Multiplayer and chose Properties. Go to the Local Files tab and select the "verify integrity of the game cache...." this ran for about 10 minutes and I saw it check both the standard game files and the Mulitplayer game files (not the Zombies files). after it ran the check it came back and said it needed to update the (files or cache not sure which on). after it completed the game launched and ran.
