I just finished the game, and I didn't see this achievement unlock. I even went back and tried to kill the final boss again, but it didn't work. It was Metallic Madness 3 Good Future, and I got the Good Ending after I beat Robotnik. Is it just bugged?

4 more days until SEGA axes you because of money

So, I recently got Sonic CD on Steam as the Origins version was so bad but suddenly the locked achievements are blanked out and don't unlock on Steam when I unlock them in-game. Seriously it's still underrated as a Sonic and Sega game.
