Any time the steam cloud tells you it's not the latest, downloading is obviously going to give you older (i.e. lower level) save data. There is no way to restore data if you aren't keeping backups, as far as i know.
What he said ;) Was just typing a slightly longer answere. Disable the cloud when you only play on one computer or upload your saves into the cloud when asked. It's well known now that the game has issues with the cloud. As far as I read the forums that is being fixed.
Always have a backup on your PC. Steam has been ♥♥♥♥♥♥♥ people over for ages. Sure, the cloud is good for syncing, but you should never trust it. ALWAYS, have your own backup. Sooner or later clouds gonna ♥♥♥♥ you up. Steam cloud pretty much sucks. Its not anything new really.
That also happen to me. But if you select the option that says upload to Cloud Servers then you wont get a roll back and lose all the levels.

yep, because the game saves ur files on the pc like almost every sec (or atleast i have the filling it does that)
so even after the game crashes and u get the question to use steam cloud or local files... just go with the local files (i lost 19 lvls when that happened to me but since i use the local files i dont lose my lvls anymore ;) )
If you take the time to read the prompt you would understand what's going on and how not to screw this up. The damn thing even tells you which one of the saves is the latest save. Don't blame Steam Cloud, or the game, crashes happen and you should be happy that there is a cloud option. Blame your own stupidity.
I noticed strange behavior with TL2 and the Steam Cloud so i disabled Steamcloud. Now everything works fine :)
Same thing happened to me...thank god i only lost 4 lvls and a couple of unique items :-/
There are some older backups stored in your save folder that aren't uploaded to the cloud. Assuming you haven't loaded up your character (which overwrites the backup) you can restore your progress from these. Instructions via this post :

If you need to restore a character, here's how:
- Don't load the character
- Close the game
- Open up the folder containing your TL2 saved games: \Documents\My Games\Runic Games\torchlight 2\save\#bignumber#\
- Look for your character's save. It will look like: CharacterName_(GUID).svb
- Move that file to your desktop or another folder to get it out of the way
- Look for another file named: CharacterName_(GUID).restore
- Duplicate that file and change that file's name to the .svb file's name

AMEN i swear to God pc gaming has taken a dive.. do you want them to send a player to play it for you?
Directions: hit escape click save button if your having issue's then choose local files if prompted.
And as far as steam cloud i got nailed by a very nasty virus that shut down my firewall windows updates and several other system files were corrupted..it patched my services.exe i had to format and was side tracked didnt back up my files.. so i guess thats THANKS steam cloud because everything was there for all my games.

happened to me with black ops 2 too, both options said that it was last modified "today", game closed normally etc etc but somehow i started from the beggining
I think if you're playing on a single computer, its always best to chose the local file?

I think they need to make a point to put actual time stamps on the saves for loading from cloud or locally though, this definitely isn't the first case where both dates are marked as "today" or both are "yesterday" without being any more specific.
Jesus, this just happened to me too. The prompt is very unclear as to what it's going to actually do to your data. It would be nice if it gave some sort of timestamp or asked if you wanted to enable this feature in the first place. Very, very poor implementation and it's going to result in a huge loss of save data in the community amongst those who have not encountered it before. Bluh, this is frustrating.

the prompt is very clear. it tells you which save data is older and which is newer. so obviously you want to click the newer one 90% of the time, unless you broke something in your local data and want to restore to an older state - in which case you'll thank Steam Cloud for being there.

people please learn to read stuff before clicking.
I'm not asking you to read Facebook's EULA (which you should btw, because there are some very interesting ways to screw you over there) - just a short prompt.
