your graphics card (or motherboard if it's CPU fan) automatically adjusts fan speed based on the chip's temperature, which rises with load in calculations. in most PCs, you can also control that speed via software.
what this means is your fans will go loud in EVERY game you play eventually. not just TL2 or SC2.
clean your PC one more time, and use a drop of fine machine-oil (like the one used in sewing machines) to lubricate the fans.
also, make sure your software - if you use one - didn't set the speed to one which the fan can't support smoothly. like a 2500RPM fan running at 3200RPM for some reason.
in the worst case, all fans can be replaced with newer ones. they cost pennies.
what doesn't cost pennies is your GPU and CPU - so make sure you monitor their temperature regularly. download a manufacturer booklet .pdf and check the proper working temperatures listed there.
that's going a little too far. you need to know what you're doing if you're going to remove the heatsink and change the gel.
a good clean with some compressed air + oil on the fans should be enough.
also his machine is just a year old, so the gel is fresh.
including the case fans.
heatsinks tend to pack a lot of dust you can't really see, until you spray it with compressed air and see a dust cloud comes out :)
only if you cleaned absolutely everything and put some fine oil on the fans like I said - and there's still noise - buy new fans and replace.
fans can last years if treated right, and replacing ALL the fans at once can get pricey, even if one fan costs pennies.
ignore all of the above if you're insanely rich, and just buy a new PC.

Personally i use Precision set hot keys to 65% and 90% depending on my temps..some games do increase my temps more than others.. some games crank it up around 70c (crysis) this barely raises it above 55c and idle is 46 or so depends on the demand on the card. I have tested Precision in auto mode and had it not speed my fans up with increased temps so i stuck with manual or set game profiles
Try blowing all the dust off..almost impossible because it is also on the back of the blades and is often sticky which means they will remain imbalanced.
Oiling the fan is ridiculous because they are sealed...and most likely liquid..you know, no bearings.
Lastly, your system may be liquid cooled and screwing around with it could cause an expensive malfunction.
