If you enchant all your level 100-ish equipment with Borris, you can get a bonus of well over 1000 Str/Foc. This can multiply all your raw damage by 3 or more times and is just as broken as that sounds (if you see a video with someone heavily Borris'd, disregard their damage because everything is nuts at that point). Borris is simply the factual best enchanter. This just doesn't show in the lower levels because of his small boosts then.
The only other enchanters that are useful, are standard enchanters for your necklace (chance to fully heal when hit/chance to fully heal on kill), and Filip the Lucky to give +MagicFind, if you only want magicfind. Standard enchanters can also give +4%Movespeed per enchant on pants and boots, which is neat but not at all necessary. The rest are a total waste. (+3% Fire damage, or Borris' +68 Focus? Hm.)
There are several cool enchantments for weapons, but there's late Borris probably trumping these in numbers too.
Also, some level 105 items require Borris to use, because their stat requirement is actually more points than you ever naturally get.
