How to use training dummies

I know they typically auto use them, but it seems right at first they don't want to use them. Is it level based?

I find if I build 20 they won't use 3-4 of them, I think they're a little bugged.

But as soon as you make a military guy & build a dummy (Needs to be built by a crafter), the fighter will walk over & start wacking it.
I use dummys on my lvl 1 units and I'm still training them on dummys at level 18.
I use the halloween dummy cause of the price

check to make sure the fighter can reach the dummy & that the crafter has built it
