DirectX 11 frame-rate issue, game unplayable
If I enable DirectX 11 in the initial configuration screen of the game, the game has a frame-rate so low (one frame per second or less) that cannot be played, since the title and menu screens.

I have found several references to a know problem with DirectX 11 on the web, and apparently there was some patch released to address it, but that was almost one year ago and any patch should be included in the Steam distribution by now.

Does anybody out there know what the status of the issue is? Any fix/workaround available?

My config: Intel i7 @ 3.5 Ghz, NVIDIA GTX 670 with 2 GB of dedicated RAM, Win 7 64-bit pro. All drivers and DirectX updated.

I don't think you have the same problem as the DX11 release issue.
I'm playing the game with DX11 on with everything on max, no fps problems at all.
But I do hope you find a solution, are all your cores active? check it out in msconfig.
If not you should check your in your bios aswell. That might mess it up. Since they i7 likes to share the workload. Other than that, nada =/

If you turn off the directX sttings, it would work, at least untill you finish the history.
I had the same problem and this help me, but i can complete one of the secondary missions because the game shuts down when i run the city map. Try it, it will work. If i know how to fix it ill tell you.

Yes, turning off DirectX 11 in the game settings I can play. Not sure what is wrong, however, I have installed and run 3D Mark 11 Demo, which uses DirectX 11, and it runs fine, so it shouldn't be a PC configuration issue.

Running DX11 pretty much makes this game unplayable. I have a GTX 670, 3570k Ivy Bridge so I shouldn't have any problems. But when ever that DX11 is turned on, I can't even get past the main menu before the game completely locks up.

Is this just a issue of the game not being optimized for the PC?

I had the same problem with DX11 on my 560Ti SLI setup. I found the fix here (most notably running steam as an administrator on Win7):

Hope this helps.
