Problems with Steam In-game overlay

Originally my problem was not being able to buy gold. But it seems like the response I am hearing it to make sure the harddrive accelerator is working and that the in-game community option is turned on. I've followed these steps with no change. still not able to buy gold, and still not able to see the in-game community screen thing. What gives?
