This game has 30fps cap.
30 fps cap is something that i cant tolerate.

I believe its the limitation of the engine. Game developer should not use engine that has fps cap. IMO, game engine that has such low fps cap shows how lazy the engine developer is.

capped at 30, nobody knows why. any computer around these days should be able to easily get 60 in this game

Primitive doesn't mean it looks bad, it looks great. It's just not pushing any limits graphically, i have no idea who thought of capping it at 30.

Why is it capped at 30? is it because of the engine? If it is, i feel bad for the developer.

Well, when it comes to competitive FPS maybe. But for a 5 years old "indie" solo game, your judgement seems pretty hardcore to me.
