In what way does it not work? I assume you're in the motion editor, you've selected the model in the animation set editor, and have selected some portion of time in the motion editor, possibly the playhead should be within the area of the time selection though I'm not sure if this is required.

You must be doing something wrong, please post a screenshot or a step by step of what you're doing or both.

Right Click on the scene and select render settings. Ensure Subpixel Jitter AA is selected.
I was after the exact opposite, I created a scene with characters that I had added sequences to, when I rendered the screen shot they were blurred beyond recognition. I did not want jitter for my static SS, I had to turn off Jitter and kill Motion Blur as well.

I don't see what motion blur and anti aliasing have to do with the jitter tool. I noticed something about it though, maybe your problem is related to that: the jitter tool will have no effect if either side of the selected time is set to infinite (when they reach to the side of the timeline and there's jags saying it continues indefinitely). try selecting no more than you need to in the timeline.

I know it's an old thread, but I came across it myself when I had this problem. For me it was that the jitter preset (and possibly others/all) do not appear to work when you have all of time selected (or if infinity is selected on either side of the motion timeline. Once you select a specific region of time you will see your preset applied.
