How Do You Make Light Glare?
say, you are looking at the sun or a light globe, is there a particle system or effect that makes a glare? If you know, please reply

volumetrics lightening at the light Animation Set, to enable it, press "enable volumetrics" after that put the volumetric intensity at the point you want it, and done.

for the lens flare... you're going to need an advanced video editing software

It is possible to do this with a particle effect though. I couldn't tell you the exact name but for example I remember there being a lens flare in HL2 when you're inside a long tunnel.

This is likely the tunnel you're referring to. From the Coast chapters.

The same effect could be used to emulate a lens flare (albeit not the cool ring style).
