I have a laptop with the following specs
Athlon II M340 Dual-Core
Mobility Radeon HD 4530
4 GB DDR2 1600MHz
I know this is below the minimum requirements Valve has given but would it be good enough for making static images not actual videos?

the only real test is to download it and give it a try. There are ppl using this on lesser computers.

If you get to know the program better you can easily make SFM not draw something whilst editing, gicing you good performance. And rendering an immage should not take longer then one second.

Rendering a good quality poster takes at the very least ten seconds on a beastly computer, actually...

Some of my renders can take as much as a minute or longer depending on the number of objects, particles, and Camera Depth Of Field and Motion Blur settings, also, types and number of lights, type of image and resolution size can add substantially to the render time.

Turns out my computer isn't good enough and it just crashes randomly on me.
