Do you mean procedural presets? http://i.imgur.com/cxWpaBP.jpg
Not sure what "the saved ones" is supposed to refer to...

Ok, in a HWM model, the emotion, phoneme and viseme tabs are presets. They are items added to a model that make it easier to manipulate and usually control multiple items on one slider. So let's say you want to make the Heavy look as if he is mad. You can fiddle with all the facial sliders until he adopts a mad expression or if you click on the emotion preset tab and look through the list you may find one labled mad, you should find that all the facial flexes needed to create the expression have been preset to that single slider. The expression has been preset.

I don't know of any presets that are available for download as each model has is own way of doing things. The mesh that make up a model is different. The vertex points aren't in the same place. This is why you can't use a preset made for the heavy on say the spy.

depends on the model. some models do have presets for phonemes and emotions available. whether the model you want has them or now is a crap shoot.

Is there a way to save a preset of a model with hats and miscs on it? I put a lot of items on a character and I don't want go through the process of locking the pieces to the model again.

No, but if you lock whole animation sets at a time instead of doing it bone by bone, it becomes a breeze.

Sorry, but how do you do that? :)

Drag the character's animation set onto the cosmetic's animation set. All same-named bones will be locked automatically.
