I honestly don't know what people expect from an update.
This document https://developer.valvesoftware.com/wiki/SFM is a user based "Hey Guys, Look what I found" document, just like the rest of the Wiki entries on this site. Where are the OFFICIAL THIS IS WHAT THAT DOES documents? I don't think I've seen an official "This is what is does" type document released by Valve on anything they've put out. (Sorry, I stand corrected... The Tutorials that they did put out were great, but there hasn't been a follow up to 13.3 and it was implied in the video that there would be.)
I sometimes wonder if even they have documentation. It could be that sfm was basically built on a "hey, look what I added!" basis. Or possibly a "we need this for a shot, lets add it." basis.
Them releasing it for us to use was just them being cool guys. (and free advertizing for valve stuff, but that's a bonus)
