Can I make an animation for a character, and make it a TF2 custom taunt?

How can you "hardcode" or import the animation into a character ?
Using Blender. Decompile, Animate, Export, attach sequence when you recompile.

And can I also add new skins and skin slots that way ?

yes, thats all done in the QC
Once you reach the recompile stage, the qc is where you add texture families, (various skins that replace each other). When the qc is compiled these skins are written into the Valve Model Files. (Then mdl, vtx and vvd files, not to be confused with .VMT files)

You should watch the Valve tutorials. if you want to make you're own Taunt, and save it. You use the graph editor.
