Combining Model to Model?
I know how to combine items, weps, and hats/miscs to characters but,...Does anyone know how to safely combine two models (I am trying to make the medic hold Little Jack on his shoulder).

You know how to use locks, right?
Lock item A to item B, item B follows item A. Simple. Once you understand the whole "backwards animation on lock state change" concept and know how to work with it, that is.

I kind of got the hang of using that lock system for hats and weps, but is it the same or different for combining, for example, a model of medic and little jack?

It's the same thing but you might have to think a bit about which bones you lock. If you want medic to hold Little Jack on his shoulder then you could lock Jack's pelvis to Medic's collarbone for example.

Will the whole body follow, or only the body part I locked?

The body part you locked, along with all of its child bones. If you lock the pelvis for instance, everything but the roottransform and viewtarget will follow along.
