How do i get automatic lypsync on stuff thats not from tf2?

any audio will work as long as the audio file is a .wav file 44,100 hz and 16 bit

It works the exact same way with any sound file, so long as it's a 16-bit 44khz wav file. A bunch of factors can affect how accurate the lip syncing will be though, like voice volume or background noise such as music.

audacity will do, or sony vegas.
If the model has Half-Life 2-style flexes, right click the animationset and choose "Show in Element Viewer > AnimationSet". Then in the Element Viewer, right click the animationset's name and choose "Creates Phoneme Presets based on HL2 FACS controls". Now it'll have the phoneme presets set up so that phoneme extraction will work properly.
