A problem about uploading
I hacked some characters from l4d, they all need anim_XXX.mdl, but I removed them and only left survivor_XXX.mdl, no error occured when testing on sfm
Then I clicked on publish, sfm said "unable to find file in the mod paths: models\survivors\anim_XXX.mdl"

so I copied and paste them in [SFM]\game\usermod\models\survivors, then sfm said
[SFM]\game\usermod\models\survivors\anim_XXX.mdl was not in the required ugc directory.
Models are expected to be in [SFM]\game\usermod\models\ugc\12345\

However I pasted them in/to [SFM]\game\usermod\models\ugc\12345\ OR [SFM]\game\usermod\models\ugc\12345\survivors , sfm still asked me this

is it a glitch or I did something wrong?

Something in your compiled model is still calling for the anim_xxx. Recheck your qc your includes. Find the problem and recompile.

Workshop is very picky. It often asks for files that the model doesn't require to work in sfm.
