First of all, you have TF2 or any Valve game, right?
Second of all, go to your + thingy to drop down a list, then press Create Animation Set for New Particle System. You'll open up a small box, so then you click on Browse and find either your SFM folder or any game folder from which you want to use the particles from, and from there, just click that particle, then you adjust the settings for the particle (ie how long the particle lasts), and just press Ok. The particle will not appear at first, until you actually drag the timeline, which is when you will probably see it. I honestly haven't tested it out, but from a tutorial I've watched a long time ago, that's what it looks like. You need to watch an actual tutorial to get how to do it.

By default, the directory for particles in SFM is under the usermod game. To access TF2's particles, do the following; while in the file browser, press the up arrow twice (i.e. navigate to sourcefilmmaker\game), and select tf>particles.

If you haven't already, you should also use GCFScape to extract the models/materials/particles/etc from the TF2 game files to the SFM directory. There's plenty of tutorials for how to do that elsewhere

he should have some already. either he is looking in the wrong folder, deleted it by mistake, or there is a problem.

You're sure you're checking the tf folder under sourcefilmmaker and not the folder for the actual game?
