You wouldn't want to run SFM on that computer. It is probably incompatible with quite a few elements and would run extremely slowly overall.

I have a really tight budget of $400 and I'm ideally trying to get something powerful enough to run Source before next semester starts. Any ideas/advice? Or is $400 too little?

Far too little. $400 is more for writing documents, nothing more. Source Filmmaker was made for a mid-range 2012 gaming desktop.

Well, got mine for $500 from walmart like 2 years ago and runs sfm fine. should be able to get something comparable for $400 now. just avoid intel graphics. look for amd radeon. 8gb memory preferable.
