sdk_important_entities map, Commander camera is on the ground
After compiling sdk_important_entities map which goes with SDK I was elected to be a commander and after I sit on commander place all I see is ground in First Person View. Mouse scrolling doesn't help and I can't zoom out to see the map from top to down.

That's because you need to create an RTS camera definition file.

The file should be named mapname.txt (where mapname is the literal filename of your map bsp) and should be placed in nucleardawn\scripts\maps.

The definition must include the following entries (basically, just copy and paste this and edit to your needs):

// Make sure to change "mapname" to the name of your map!
"mapname"
{
// Properties for RTS camera
"rts_camera"
{
"zoffset" "75" // offset the z height for maps way-off
"default_height" "800" // Default height of the rts camera
"max_height" "1800" // Max height above the adjusted zoffset the camera can go
"min_height" "500" // Min height above the adjusted zoffset the camera can go
"low_pitch" "50" // Angle of pitch when camera is at min_height
"high_pitch" "80" // Angle of pitch when camera is at max_height
"low_fov" "0" // FOV angle difference when camera is at min_height (MUST BE >= 0)
"high_fov" "10" // FOV angle difference when camera is at max_height
}

"compass_rotation" "270"
// The above parameter is optional. It sets the orientation of the compass below the minimap.}

No, this part is later on in that tutorial and still needs to be finished
