Game video settings are reset after game restart
Every time I run the game screen resolution is reset to 1280x960 which is maximum my monitor can support. But I like to play at 1024x768. I set it in options. Next time I run the game I have it set to 1280x960 again.
When I run ND I see a Steam dialog window which say smth: "Preparing the game for the first launch...". Same thing happens when I run ND using EXE file: nucleardawn.exe

Something that might fix the issue of steam constantly reinstalling is to verify it. This should do the install process one last time.

As to the resolution issues, putting this into the launch options may resolve the problems you are having: "-w 1280 -h 960" without quotation marks.

If you mean to go into Steam ND Properties window -> Local Files -> VERIFY INTEGRITY OF GAME CACHE, then I've done this already and it didn't help.
I forgot to mention that I have 2 monitors connected to my PC. And only one is active at a time.

Hm. This may work then for the install issue:

Go to your steam install directory(Where steam.exe is) This is usually in Program files (x86).
Once there, look for the Steamapps folder. Once you've located it. Open it.
Inside Steamapps, look for the Common folder
Inside Common, look for the Nuclear Dawn folder.
Inside Nuclear Dawn, look for redist.
Inside redist, there should be two executables. These are the same two executables that steam runs when installing Nuclear Dawn. Manually running these may fix the issue you are having.

Found solution!
Uninstall: Nuclear Dawn, Nuclear Dawn Dedicated Server, Nuclear Dawn Authoring Tools
Then download and install the game. The resolution and graphics settings are now saved correctly.

I think this can somehow be related to me having 2 monitors connected to my PC. One have 1920x1200 resolution, the other is 1024x768
