What Am I Doing Wrong?

I want to play with a friend, but my server is always LAN for me and it is impossible to connect to despite my difficulties in trying to figure out what I did wrong and fixing them.

I port forwarded Port 5 with 27010-27030 in UDP/TDP
The firewall chose an exceptance for UDP 27010-27030 and TDP 27010-27030
I made a static IP
I made the listenserver.cfg in the folder (Although, I might have messed up on that)
I opened the console and placed in sv_lan 0 and heartbeat

I don't remember what else I did, but I spent over an hour doing it. Can someone please give me clear, little instructions that actually work? I looked everywhere, in the community guides, Reddit, and even on the official website, and nothing worked. I just want to play with a friend.

Try this: Load a map and open the console and put this: "ip (your public ip)" example: ip 190.xxx.xx.xxx And then put "heartbeat". It works for me. Sorry for my poor english.

Doesn't work for me either. Punched UDP holes in my router and firewall - I can see my game on the LAN, but friends can't see it outside. No problem hosting lots of other game servers. Synergy just isn't quite ready for prime time, methinks...

have friend enter -connect (your ip):(opened port) , into the console
