The hlds client is being depreciated and most, if not all, steam games are being converted to SteamPipe. Updating your servers with hlds will have no results since it does not support the SteamPipe content delivery system. Most ZP:S servers are currently running/using hlds instead of SteamCMD, which is most likely the cause of most of the timeout issues people are experiencing. That isn't a 100% certainty though, but a speculation based on how previous games handled the SteamPipe conversion process. It is best to wait for the ZP:S devs to give a more definitive answer/solution to the current issues, but in the meantime, it is a good idea to familiarize yourselves with the SteamCMD client while you wait.
As for people having issues with Hammer: you will need ZP:S's .gcf files to get the SourceSDK version of Hammer to work correctly until a version of Hammer comes out for ZP:S that utilizes the .vpk files. If you don't have the .gcf file, you are mostly out of luck unless some kind soul decides to host it for you to download. It will need to be placed in the steamapps directory of your Steam folder.

This installed Counter Strike (cstrike) but not zps? Still testing to find out why the zps mod is not installing correctly.
