How are you supposed to do that? This achievement is a hard one.
Between missions, go back to your ship and speak with the character that you wish to romance. Go completely through the conversation and pick any option that seems romantic. It should be pretty obvious which options are the romantic ones. If you're having trouble, just look up a romance guide online. Shouldn't be hard to find one. Also, the achievement won't unlock until near the end of the game once the romance is "complete".

also it only really matters to talk to them inbetween the major missions ie Feros, Noveria and Virmire
You do not need Charm/Intimidate.
As a male Shepard, you have Ashley or Liara (though FYI, Kaidan can be a male/male romance in ME3 if he makes it that far).
As a female Shepard, you have Kaidan or Liara.
To note - Kaidan and Ashley are more vulnerable to death in the story of ME1 and even ME3, while Liara has plot armor right til the end and is more central to trilogy plot.
Pick a romance: Ashley, Kaidan, Liara.
Talk to characters between main missions (Eden Prime, Citadel, Therum, Feros, Novaria, Virmire). No time is specifically essential, but basically just keep up a relationship with the character you want to romance, and try to lead them on. Be aware that some of the more lower right/Renegade and middle options may stop the romance storyline cold, but otherwise you should be fine if you are at all aware.
To note - You can turn Kaidan a little more Renegade in ME1 and Ashley a little more Paragon in ME1, but it doesn't affect much and isn't connected to the romance.
If you've kept things going, then near the end of the game there will be a romance scene between Shepard and his love interest. Achievement unlocked.
If you continue your story into ME2 and ME3, this romance will be acknowledged. However, it won't be essential in order to romance Kaidan, Ashley, or Liara in ME3 (they can't be romanced in ME2).
Does the Reputation matter for the Paramour achievement?
None of that matters. Just respond positively to them.
If you have both Ashley/Kaidan and Liara's attention, there will be a special scene where they ask you to choose.
If you choose not to romance Ashley or Liara as MaleShep or Kaiden as FemShep, it's always the Virmire Survivor.
I ment if you didn't talk to Ashley or Liara as MaleShep or Kaiden as FemShep after each Story Mission; Feros, Noveria, Therum or Virmire.
