Then I had two, which obviously ran better.
Then an HD 6970 which certainly didn't break a sweat and I even toyed with hybrid physX (HD 6970 + GTX 260) which still ran perfectly.
So no, it's not gimped on AMD hardware (except PhysX of course) and there's no reason why you shouldn't be able to max it out... Unless maybe you're one of those crazies who need to run 8xAA at 2560x1440?
And as for your additional question, I've never felt like it needed optimization... I mean, it's UE3! Does Mass Effect 2 run poorly for you? Arkham Asylum? Borderlands? R6 Vegas 2? All UE3 games from around the same time (2009)...
P.S: The way you've written your computer specs makes them damn near useless; What's your actual CPU and GPU model? Is it a laptop? What version of Windows? At what resolution are you running?
