(1) do the nobles have plenty of spare food, they'll spend food on common/luxury goods first before 'buying' enhancements
(2) is the noble satisifed (ie, not too busy complaining to be bothered putting in an order for a yacht)
(3) Is the noble building upgraded to large status (not entirely sure if this is needed before they'll trigger a request for a yacht, might be case of so long as they have their basic needs, and there's a shipwight)
(4) does the shipwight have plenty of cedar (from memory takes something like 6 or 8 or 12 cedar to make a yacht before they'll build
(5) Is the shipwright satisfied? Maybe they too busy complaining to be building boats, ie they got access to a Bakery for getting bread, common goods sellers etc
Sometimes, clicking on the building and then following the occupants of the building for a bit can reveal some issue (ie, maybe walking too far to get their bread, give up, retreat to the home, only to exit and do same thing).
