Look here, that will solve the problem. For the lazy (with a default installation), open Notepad, copy the next few lines to a text-file, save it as fix.bat then right click on the file, then click "run as administrator" and click yes on the UAC "are you sure?" prompt. If you have steam installed elsewhere, use the properties of the shortcut to steam to find out the correct directory (replace C: and \Program Files\Steam with that below). Note: I haven't tested the bat file, as I don't have Win7. If it doesn't work, post the correct solution or just use the forum link above.

C:
cd "\Program Files\Steam\steamapps\common\SpaceEmpiresV\SE5"
cd "\Program Files (x86)\Steam\steamapps\common\SpaceEmpiresV\SE5"
mklink ClientRegistry.blob ..\..\..\..\ClientRegistry.blob
mklink Steam.dll ..\..\..\..\Steam.dll

Yes, this is strange - I've had it happen a couple times, most notably after an alt-tab crash (the game doesn't like alt-tabs so I recommend windowed mode, vice full screen), but restarting steam always fixed it. Using win7 x64 here. Of course, I never had this problem with the non-steam version ;)

Cannot creat the second mklink, also what is it ../../../../ thats the part that is really confusing me.

Please note it's ..\

NOT ../

each "..\" moves up a folder. So when/if you run the batch file in AcidRain's post...
1- it will navigate to "C:\Program Files (x86)\Steam\steamapps\common\SpaceEmpiresV\SE5"
2- Then, the command "mklink ClientRegistry.blob ..\..\..\..\ClientRegistry.blob" will make a link named ClientRegistry.blob that links to the file named ClientRegistry.blob four folders up the folder tree (specifically, in C:\Program Files (x86)\Steam).
3- the last command will do the same but for steam.dll

All it's doing is faking the game into thinking the "missing" files are there by making links to them.
