Having the same problem...

There are many posts for this problem on community hub.
What worked for me:
1. Steam overlay disabled
2. Config editor - Display settings - compatibility mode on, all other settings off. Resolution doesnt seem to affect the problem
3. Discipl2.exe - compatibility mode Windows XP service pack 3.
Worked for both Galleans and Elves on Windows 7 x64

Thanks for the fix about turning the sound off I tried everything but that and that was the problem. Who woulda guessed sound made the game not run? Thanks.

ok I got it working, turn off all the sound, compatibility on, the rest is as you want, but WTF ???
Now I have to play a game with no sound !!! My friends told me that GOG versions had no bug with sound, is it true ???

When you purchase older games on Steam you have to be willing to troubleshoot them because there's a good chance they might not work right away with out some configuring. It's not up to Steam to fix it, had you bought this game at any other store you would encounter the exact same problems...it's just an older game.

If you can't get it to work no matter what you try you can always try out the GOG version which many people report works great.

Listen, Steam sells the product, so at least they have to check the quality. Steam does not post any warnings that game is not compatible with windows 7. The reason Steam doesnt bother is that there is no money back guarantee. They can sell anything they want.
