First, run this file AS ADMINISTRATOR: ..\Steam\steamapps\common\america's army 3\Binaries\pbsvc.exe
Install the PB services (re-install?)

Second, run this file AS ADMINISTRATOR: ..\Steam\steamapps\common\america's army 3\Binaries\pbsetup.exe
Select the game from the list, if it's not there, add game, then update the game(s) listed.
