If it's SecuROM failing, you might be out of luck: their FAQ[www.securom.com] only cites support for Windows up to Vista.
1st of all make sure to install the most recent version of GFWL, than try setting the fuel.exe and seculauncher.exe to run in compatibility mode with windows vista or 7.
If this doesn't work, it doesn't hurt to try adding the iphlpapi.dll (which supposedly bypasses the securom system entirely) into the game's main folder and try launching the game again.
FOR ME PERSONALLY NONE OF THESE THINGS SOLVED THE ISSUE!
The thing that ultimately worked for me was simply to uninstall FUEL and reinstall it into a seperate partition from the default one where Windows also is, followed by installing the latest version of GFWL, and messing with nothing else. the game booted right up with no errors
I really only mentioned the 1st bit because it seemed to help people who were having the same problem, albeit with a different game.
Lastly, if like me you're trying to install the game on a laptop with both an iGPU and a dedivated one, with optimus enabled, I'd suggest you don't mess with the default gpu for the game until you've successfully launched the game atleast once, so as to not add more unnecessary potential issues when troubleshooting
