Glitch in game

Everytime i enter a match, I can't move my cursor and I can't do any action like move, change weapons or chat. The only thing I can do is ` which is the console button. I tried on different servers and it's still the same. It happened yesterday when I opened killing floor and the game told me to accept some "terms and condition" which i already did when i bought the game months ago. The UI is also glitched http://imgur.com/a/FjNoj . DOES ANYONE KNOW HOW TO FIX IT I ALREADY UNINSTALLED AND REINSTALLED.
