Have you tried this at different resoutions? Best thing I could suggest is change some settings and see if it goes away. Do you have latest video drivers?
How come my game Port Royale 2 will not run on Windows 8th Could anyone advise me how to start the game
I am likewise having trouble with this. It really hurts my eyes, and makes parts of the game involving water (i.e. most of the game) unplayable. Any potential solutions would be appreciated.
It work for me in windows 7. Make .bat file witch turn off explorer.exe and run PR2.exe
it look like this.

taskkill /f /im explorer.exe
start PR2.exe
pause
start explorer.exe

You can write this in notepad. Save as "some_name.bat" in this file where you have PR2.exe. Remember when saving to change file type from .txt to all. Now you run game by this bat. Later you can make shortcut to this bat on desktop.
I got this same problem and the bat fix isn't working 4 me.
I know it's leate but. When I turn of in config, reflection compatibility mode, then problem turn back.
So You should try to apply all options in configuration, especially reflection compatibility-thing.
If you have technical problems with Port Royale please write an e-mail to the Kalypso Media Support " support@kalypsomedia.com ".

Please include a description of your problem, a DxDiag.txt. and a link to this thread within the mail.

To create the DxDiag.txt, please do the following:

Click "Start" button and choose "Run". Or alternatively, press (Windows-Button)+R.
Then type "dxdiag" (without quotation marks) and click Ok.
You will find all relevant information in the following window.
Click the "Save all Information" button, located at the bottom of the program window.
Save the file as "dxdiag.txt".
Attach the file "dxdiag.txt" with your E-mail reply.

Thank you very much for your assistance.
This is already a solved problem. Go to the game folder and open 'PR2Config'. Turn on 'compatibility mode for reflections'.
I had this problem what i did was dont run it with a compatibility just run it straight up but with Nvidia Control Panel i had to run it with intergrated graphics, worked like a charm
